The «Turin process»: reinforcing social rights in Europe
Parliamentary Assembly
1. The Parliamentary Assembly recalls its Recommendation 1976 (2011) on the role of parliaments in the consolidation and development of social rights in Europe, and its Resolution 2180 (2017) «The “Turin process”: reinforcing social rights in Europe».
2. In view of the importance of the «Turin process» for a future common «European Strategy of Social Rights», the Assembly invites the Committee of Ministers to take steps to ensure more rapid progress with regard to the signature, ratification and implementation of the European Social Charter (revised) (ETS No. 163) and its protocols, and make social rights a priority for the 2018-2019 biennium of the Council of Europe.
3. In particular, the Assembly calls on the Committee of Ministers to adopt a unanimous decision to allow the Assembly to fulfil its appointed function in the Charter's monitoring machinery regarding the election of the members of the European Committee of Social Rights, as foreseen in the Protocol amending the European Social Charter (ETS No. 142, «Turin Protocol»).
4. With a view to preparing the ground for closer co-operation with the European Union in the future, notably in the framework of the upcoming implementation of the European Pillar of Social Rights, the Committee of Ministers is further invited to:
4.1. mandate the European Committee of Social Rights to undertake an in-depth study on possible synergies between the European Social Charter and the European Pillar of Social Rights and the ways in which the first could serve as a common social rights benchmark for all European States;
4.2. ensure high-level participation by the Council of Europe in the upcoming Social Summit for Fair Jobs and Growth co-organised by the European Commission and the Swedish Government in Gothenburg on 17 November 2017 to debate and endorse the European Pillar of Social Rights.

Assemblée parlementaire
1. L'Assemblée parlementaire rappelle sa Recommandation 1976 (2011) sur le rôle des parlements dans la consolidation et le développement des droits sociaux en Europe, et sa Résolution 2180 (2017) «Le “Processus de Turin”: renforcer les droits sociaux en Europe».
2. Étant donné l'importance du «Processus de Turin» pour une future «Stratégie européenne des droits sociaux» commune, l'Assemblée invite le Comité des Ministres à prendre des mesures pour accélérer la signature, la ratification et l'application de la Charte sociale européenne (révisée) (STE no 163) et de ses protocoles, et à définir les droits sociaux en tant que priorité pour l'exercice biennal 2018-2019 du Conseil de l'Europe.
3. Elle appelle notamment le Comité des Ministres à prendre une décision unanime afin de permettre à l'Assemblée de remplir pleinement sa fonction telle que prévue dans le mécanisme de suivi de la Charte s'agissant de l’élection des membres du Comité européen des Droits sociaux, comme le prévoit le Protocole portant amendement à la Charte sociale européenne (STE no 142, «Protocole de Turin»).
4. En vue de préparer le terrain pour une coopération renforcée avec l'Union européenne à l'avenir, notamment dans le cadre de la mise en oeuvre future du Socle européen des droits sociaux, le Comité des Ministres est en outre invité:
4.1. à mandater le Comité européen des Droits sociaux à entreprendre une étude approfondie sur les synergies éventuelles entre la Charte sociale européenne et le Socle européen des droits sociaux et les façons selon lesquelles la première pourrait servir de référence commune en matière de droits sociaux pour tous les Etats européens;
4.2. assurer une participation à haut niveau du Conseil de l'Europe au prochain Sommet social pour des emplois et une croissance équitables, organisé conjointement par la Commission européenne et le Gouvernement suédois à Göteborg, le 17 novembre 2017, pour débattre et approuver le Socle européen des droits sociaux.

Assemblea parlamentare
1. L'Assemblea Parlamentare richiama la propria Raccomandazione 1976 (2011) sul ruolo dei Parlamenti ai fini del consolidamento e dello sviluppo dei diritti sociali in Europa, e la propria Risoluzione 2180 (2017) su «Il “Processo di Torino”: rafforzare i diritti sociali in Europa».
2. Alla luce dell'importanza del «Processo di Torino» per una futura «Strategia europea dei diritti sociali» comune, l'Assemblea invita il Comitato dei Ministri ad adottare misure per garantire un più rapido progresso in merito alla firma, ratifica e attuazione della Carta sociale europea (riveduta) (STE n. 163) e dei suoi protocolli, e a fare dei diritti sociali una priorità per il biennio 2018-2019 del Consiglio d'Europa.
3. In particolare, l'Assemblea invita il Comitato dei Ministri a adottare una decisione unanime per consentire all'Assemblea di assolvere la propria funzione ad essa attribuita nel meccanismo di monitoraggio della Carta in merito all'elezione dei membri del Comitato europeo dei diritti sociali, come previsto dal Protocollo che emenda la Carta sociale europea (STE n. 142, «Protocollo di Torino»).
4. Per preparare il terreno a una maggiore cooperazione con l'Unione europea in avvenire, specie nel quadro della prossima attuazione del Pilastro europeo dei diritti sociali, il Comitato dei Ministri è invitato altresì a:
4.1. incaricare il Comitato europeo dei diritti sociali d'intraprendere uno studio approfondito sulle possibili sinergie fra la Carta sociale europea e il Pilastro europeo dei diritti sociali e sulle modalità attraverso le quali la Carta potrebbe fungere da parametro comune in materia di diritti sociali per tutti gli Stati europei;
4.2. garantire una partecipazione ad alto livello del Consiglio d'Europa al prossimo Vertice sociale per l'occupazione e la crescita eque, organizzato di concerto dalla Commissione europea e dal governo svedese a Göteborg il 17 novembre prossimo per discutere e approvare il Pilastro europeo dei diritti sociali.
